Notary Public Bond

The State of Texas requires all individuals applying for a new or renewed notary commission to first obtain a $10,000 Texas Notary Public Surety Bond from a state-licensed bonding company. This bond must be valid for four years and is a mandatory requirement before submitting your application. Only state employees are exempt, and only if they perform notary duties solely as part of their official job and not for the public.

Wet-Ink Notary Stamp

For all paper notarizations in Texas, a wet-ink notary stamp is essential. Each stamp is custom-made for the notary and must meet strict state requirements for design and content. A new stamp is required with every commission renewal. However, if you handle only electronic documents or perform remote online notarizations, an ink stamp is not needed or required.

Notary Record Book

Texas notaries must keep a detailed record of every notarization, whether compensated or not. This includes information about the signer, the document, the date, and other key details. However, if you already have a notary record book from a previous commission, you may continue using it—purchasing a new journal is not required.

Digital certificate X.509

A PFX file is your Digital Certificate X.509—an encrypted file essential for secure digital signing. Though you can't view its contents directly (it often appears as an envelope with a key or certificate icon), it's specifically used to digitally sign documents such as PDFs and DOCX files. This certificate is required for an Online Notary Commission but is not needed for a Traditional Notary Commission.

Electronic Seal

An electronic notary seal (eseal) is the digital equivalent of your traditional ink stamp, acting like a virtual version of your wet-ink impression. It’s used for notarizing electronic documents, including remote online notarizations. Whether you're a traditional notary or an online notary, an e-seal is required for notarizing computer-based documents and is mandatory for obtaining an online notary commission.

ReNew commission

A notary commission in Texas is valid for four years. To avoid any interruption in your notary status, it's recommended to apply for renewal at least 90 days before your current commission expires. Renewal discounts are available but only within select prepackaged options.

Application

What notary commission should you have and when?

Traditional Notary Public

The traditional notary commission is the first credential you need to begin notarizing documents. It authorizes you to meet with signers in person—every notarization requires a face-to-face meeting, where you either witness the signing or administer an oath. This commission allows you to notarize both tangible (paper) documents and electronic files, as long as the signer is physically present. For electronic document notarizations, you’ll need to use an electronic seal.

Online Notary Public

If you're a commissioned Texas notary, you can upgrade to an online notary to meet clients remotely via video calls on platforms like Zoom or Teams. Each session must be seen, heard, and recorded. Signers still must appear in person, but virtually. Online notaries can perform Remote Online Notarization (RON) using an x.509 digital certificate and electronic seal. They can also notarize paper documents by witnessing signing on video, receiving originals by mail, and completing notarization with ink and stamp.

Once your payment is complete, you’ll receive an email with a unique link to provide the necessary information to start the process. If you’re helping someone else, forward the email to the future notary. Notary Supplies and Online Commission

Your new or renewed notary commission will be granted in 3–28 days, depending on your application method (as fast as 3 days if we apply for you, or up to 28 days if you apply yourself—timing may vary based on the Secretary of State). Once approved, your notary supplies will be prepared and shipped within 2 days. The recording of the call for remote online notarization must be saved in two independent locations. For example, one copy can be stored on your computer, while the second copy should be saved in cloud storage. The second independent copy is referred to as a backup. You can use any available storage option for the second copy, such as a different computer or cloud services like Dropbox, Google Drive, OneDrive, etc.

No, the recording does not need to include copies of the documents being notarized. This information is confidential and should not be included in the recording. The audio-visual recording of the conference must also feature the actual notarial act.
